Cary Housing Plan

Imagine Cary Community Plan
The Cary Community Plan, adopted January 24, 2017, is the comprehensive plan for the Town of Cary. This plan is the result of several years of work, unprecedented community input, and dozens of meetings and workshops. It sets out a long-term vision, policies, and strategic actions with a time horizon out to 2040.

CDBG Consolidated Plan

Every five years, Cary prepares the Consolidated Plan, which serves as the primary vehicle for prioritizing the use of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). Cary’s Consolidated Plan identifies and prioritizes housing, community and economic development needs and strategies based on community input and in accordance with the Imagine Cary Community Plan, the Cary Housing Plan, and HUD National Objectives. The statutory goals of the Consolidated Plan are to provide decent housing, a suitable living environment and economic opportunities for low- and moderate-income residents. Staff prepares the draft Consolidated Plan, posts it for public comment per the Citizen Participation Plan, then presents the draft Plan and comments received to Council. Once a Consolidated Plan is passed by Council, it goes to HUD for approval.

For each of the five years covered by a Consolidated Plan, Cary prepares an Annual Action Plan, which proposes how Cary will implement Consolidated Plan goals for the next fiscal year. Click on the tab below to see more information about Cary’s Annual Action Plans.

Annual Action Plans

Every year, the Town of Cary provides an update on the five-year Consolidated Plan: the Annual Action Plan, which sets forth how Cary will implement Consolidated Plan goals within the next fiscal year. Every Winter, Cary welcomes organizations working in high impact housing initiative areas too apply for funding. Applications are evaluated based on alignment with goals from the Consolidated Plan, Cary Housing Plan, and Imagine Cary Community Plan. Staff then prepares the draft Annual Action Plan with funding recommendations, posts it for public comment per the Citizen Participation Plan, then presents the draft Plan and comments received to Council. Once an Annual Action Plan is passed by Council, it goes to HUD for approval.

CAPER

Every year, the Town of Cary provides an update on the five-year Consolidated Plan and the Annual Action Plan (AAP) in the form of the Consolidated Annual Performance and Evaluation Report (CAPER). The Consolidated Plan sets goals for the next five years, the AAP directs how Cary will use funding to implement Consolidated Plan goals within the next fiscal year, and then after the fiscal year ends, the CAPER reports on the progress that was made towards the annual and five-year goals. The CAPER is prepared by Cary staff every Fall and posted for public comment per the Citizen Participation Plan. After the 15-day public comment period, staff considers and incorporates comments received into the CAPER and submits it to the U.S. Department of Housing and Urban Development (HUD) for review.

There will also be a public meeting with opportunity to receive questions and comments from the public on September 8. Environmental Review Notices

The Town of Cary considers the environmental impact of all Cary Housing Awards made by Cary Council. When required by certain fund sources that Cary administers (such as the Federal Community Development Block Grant), Environmental Review Records are completed for individual projects. When there is the potential for the project to impact the environment (as defined by the grantors, such as HUD), completed Environmental Review Records may be posted for public comment opportunities.
