    Wake County, municipal partners, along with the housing authorities, are seeking your input on housing opportunities and challenges in our community to help set housing goals for the next five years! Every five years, Cary prepares the Consolidated Plan is submitted to the U.S. Department of Housing and Urban Development (HUD) as part of the funding process for Community Development Block Grant (CDBG). Cary’s Consolidated Plan identifies and prioritizes housing, community and economic development needs and strategies, focusing primarily on the needs of low- and moderate-income residents. The statutory goals of the Consolidated Plan are to provide decent housing, a suitable living environment and economic opportunities for low- and moderate-income residents.     Cary has prepared the draft 2025-2030 Consolidated Plan and draft 2025-2026 Annual Action Plan. We want your input! From March 24, 2025 through April 24, 2025, the draft 2025-2030 Consolidated Plan and the draft 2025-2026 Annual Action Plan are available for public comment. During the thirty-day comment period, Citizens are encouraged to provide their comments to help guide the investment of this critical housing funding. The draft plans can be viewed electronically by visiting the link below. Print copies may be requested by emailing caryhousing@carync.gov or calling 311 (919-469-4000 if outside of Cary).   • Public Meeting: 2025-2030 Consolidated Plan & 2025-2026 Annual Action Plan

A public meeting to review the draft 2025-2030 Consolidated Plan and draft 2025-2026 Annual Action Plan and accept public comments will be held on April 17th. This meeting is one opportunity of many to leave comments on these draft plans. There will also be a public hearing in front of Cary Town Council on April 24th.   • FY26-27 Cary Housing Awards Application Open

    Applications for FY 2026-2027 Cary Housing Awards are now open as of December 19, 2025. Each year, Cary invites organizations working in the key areas of new housing development, housing rehabilitation, and housing stability support services to apply for funding. Cary supports these key initiative areas to further the goals of the Imagine Cary Community Plan and Cary Housing Plan using a blend of local and federal funds. Under the Town’s 2026-2027 Cary Housing Awards application process, eligible organizations are invited to submit applications for funding to carry out housing activities from July 1, 2025 – June 30, 2026. Applications are due February 13. Awards are made competitively, and draft recommendations will be posted for public comment in March. Awards are ultimately considered by Council in April.   • Opportunity for Public Input: CDBG Plan Preparation 2026-2027

    Cary will be hosting a CDBG Plan Preparation public input opportunity on March 3 from 4-7p.m. at the Herb Young Community Center in the Eagle Room. Every year, Cary prepares an Annual Action Plan, which proposes how the Town will implement community goals with federal Community Development Block Grant (CDBG) and local funding for the coming fiscal year. Cary will prepare a draft 2026-2027 Annual Action Plan proposing awards to organizations that have applied for funding to carry out programs aligned with the key initiative areas of new housing development, housing rehabilitation, and housing stability support services. However, before that Plan is drafted, staff will host a CDBG Plan Preparation public input opportunity on March 3, 2026. During this meeting, staff will provide information on community goals and welcome public comment to guide the investment of this critical housing funding. Staff will consider comments when drafting 2026-2027 Annual Action Plan. The draft 2026-2027 Plan will be released for public comment in late March.   • 2026-2027 Annual Action Plan and CDBG Citizen Participation Plan Drafts for Public Comment March 30-April 30, 2026

    To further the goals of the Imagine Cary Community Plan (ICCP) and Cary Housing Plan, Cary supports work in  the key initiative areas of new housing development, housing rehabilitation, and housing stability support services. Cary uses a blend of local and federal funds, including Community Development Block Grant (CDBG) funds to do this. Cary has prepared the draft 2026-2027 Annual Action Plan (AAP) proposing awards to organizations who have applied to fund programs aligned with the initiatives mentioned above. While HUD has not yet released Cary’s CDBG entitlement funding amount for the 2026-2027 fiscal year, staff have prepared this plan in accordance with HUD guidelines and have proposed awards based on projected funding. Contingency language in the plan describes options if funding is different than projected. Additionally, Cary is proposing minor amendments to its CDBG Citizen Participation Plan (CPP). This document outlines how Cary fulfills federal public engagement requirements for CDBG program activities. Proposed edits to the CPP clarify requirements around public notices and public hearings; no opportunities for public engagement are lessened.
